I want create app, which rerouting packets. I use vpnservice (because no need root phone), use toyVpn and this code http://www.thegeekstuff.com/2014/06/Android-vpn-service/ but problem is in this line DatagramChannel tunnel = DatagramChannel.open(); this line throw exception. this is my code

and i have one more question. Do i must use vpn server for this, or can i back packet in default way (tunnel) like without use this service?

In your stacktrace there is this line:

SocketException: socket failed: EACCES (Permission denied)

That seems like a permission problem. You can resolve it by adding the INTERNET permission into your AndroidManifest.xml (If you already have this one and still getting this exception, just add the ACCESS permissions like this):

Already put permission on your AndroidManifest .xml file? like this one:
