I have the following HTML and CSS animation, and works as is expected.

But, when the "loading" portion is wrapped with a div and H1, the animation doesn't work anymore.

Is my CSS for the animation in the wrong place/specified incorrectly because of the wrapping elements?

CSS transforms doesn't work on inline text elements. You need to set display: block or display: inline-block to .d:

.d {
  display: inline-block;
  animation: dots 2.0s ease-out infinite;
}

Example:

CSS transform doesn't work on inline elements

To solve it, set .d has inline-block element.
