I am converting HTML to a PDF using iText 7. I need the PDF to be accessible (508 compliant with appropriate tags, etc), but, no matter what markup I put on a table, accessibility checkers give the same error: "Table header cell has no associated subcells". I've tried setting scope, headers, etc... nothing seems to work. Here is an example of one of the tables but all of them have the same issue:

EDIT: I forgot to mention, I am using the .NET version of iText 7.

EDIT 3: Here is the AccessibilityTagWorkerFactory (keep in mind, the tables that I want to act like tables are not marked with the class, "make-table-div" and there shouldn't be affected by the customizations in this class:

    Is the AcessibilityTagWorkerFactory from this example? I'm not sure which compliance checker you are using to see the error, but Acrobat's compliance checker simplay states "Headers" fail if the TableHeaderTagWorker is used (link in the class used above) rather than the default ThTagWorker – Jon Reilly Feb 13 '18 at 21:11
  • Hi @JonReilly , thanks for your response. I edited the question with the AccessibilityTagWorkerFactory. The short answer is that it is modeled off of that example but it is not doing any custom work with TH tags. If the ThTagWorker will be used by default, then I should have no problem, right? I am using PAC 3 to check for accessibility: access-for-all.ch/en/pdf-lab/pdf-accessibility-checker-pac.html but have used other tests with the same results including inspecting the tags myself within Acrobat Pro. The TH tags have no IDs and the TD tags aren't associated with TH IDs. – Tamer Rifai Feb 14 '18 at 22:02

After working with Jon Reilly on the iText team, this was the final solution that worked for me (column IDs and associated headers aren't needed... just Scope)
