I am looking to make a design like this where there is a stroke of colour behind and under the lower part of each line of multiline text.

The design I want:

Text where the lower quarter has a background shade. The background extends to under the text.

You can use box-shadow for this:

span {
  font-size: 50px;
  font-weight: bold;
  box-shadow: inset 0 25px 0 white, inset 0 -22px 0 rgba(0,0,0,0.5)
}
<span>Hello!! How are you</span>
