I need to have pytz 2016.10 installed on Linux. By mistake, I upgraded to 2018.4. I tried the following to fix the issue but none worked:

pip3 install upgrade pytz 2016.10

pip3 install upgrade pytz-2016.10

pip3 install upgrade pytz(2016.10)

I am not sure about the required format for pytz upgrading to a specific version.
