I get this error on Windows 10:

PHP Startup: Unable to load dynamic library 'C:\PHP\64\v7.0\ext\php_imagick.dll' - The specified module could not be found.

C:\PHP\64\v7.0\ext\php_imagick.dll exists so the second message is bogus. You can definetly find it. I suspect some loading issues. Also, it's not extension directory or permissions because I load other extensions fine.

PHP version 7.0, architecture x64, thread safty: no.
All that matches downloaded zip file: "php_imagick-3.4.3-7.0-nts-vc14-x64.zip" from "http://pecl.php.net/package/imagick/3.4.3/windows"

Does anybody have some suggestions?

    Well the PHP extension php_imagick.dll is just a link between your PHP Code and the actual application Image Magic To make the PHP extension work, you have to also install the Image Magic program – RiggsFolly Sep 13 '18 at 20:38
