How can I add a reference line in my Stata graph, which runs between two specific points?

The option xline() of the twoway command adds a reference line that runs all the way to the top.

You can use the twoway pci command to overlay a paired-coordinate plot:

sysuse auto, clear
twoway (scatter mpg price) (pci  15 4500 32 4500), aspect(1) legend(off)

    Note that the coordinates are to be given as (y, x) -- consistently with Stata's graph convention that the y axis variable is named first -- and (if you like) consistent with a (row, column) convention for matrices and tables. – Nick Cox Oct 1 at 12:03
