I am stuck figuring out why my woocommerce store is calculating tax based on the store address instead of shipping address. I set up a test store to troubleshoot.

My settings:

  • Price exclusive of tax
  • Calculate tax based on customer shipping address
  • Shipping tax class based on cart items

I set up two tax rates for testing: - 1 CA zip with 9% tax - 1 OR zip with 0% tax

4 test scenarios:

  • Store in CA zip matching rate + customer in OR => taxed 9% (should be 0%)
  • Store in CA zip matching rate + customer in CA => charged 9%
  • Store in OR zip matching rate + customer in OR => charged 0%
  • Store in OR zip matching rate + customer in CA => charged 0%

As you can see it is calculating off of store address, not customer shipping address. I can not understand why this is.

I turned off all plugins except woocommerce, updated to latest version of woocommerce, deleted all transients.

Any help would be appreciated!
