How can I push and run a shortcut link for all users on multiple workstations? I do not have access to GPO. I tried adding the printer using

rundll32 printui.dll PrintUIEntry /ga /n\\workstation\printer But its hit or miss.

The shortcut is a simple one that runs this: \\server\printer name

I attempted to add the shortcut in C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup for all users. But i only need to run it one time. Also I cannot determine if this sticks for all users or just for the one logging in.
