System: Artifactory 6.6.5, docker, oss

According to https://www.jfrog.com/confluence/display/ACC/Access+Tokens#AccessTokens-GeneratingExpirableTokens setting artifactory.access.token.non.admin.max.expires.in under artifactory_home/etc/artifactory.system.properties to another value as 3600 and restarting the container have no effect.

Creating an access token as a non-admin user still shows:
