I am very new to CloudFormation and trying to get a hang of it. As part of learning process I am trying to build a template for creating a VPC, one subnet and deploy a public facing instance. Below is the code i have done in CF Design window. Though my code validates but a build time I am getting error like-

CREATE_FAILED   AWS::EC2::Instance  AR3Web  Property DeviceIndex cannot be empty.
ROLLBACK_IN_PROGRESS    AWS::CloudFormation::Stack  Intro   The following resource(s) failed to create:[IgwAttachment, AR3Web]. . Rollback requested by user. 

I am setting DeviceIndex: '0' in my code. Can someone help me understand where i am going wrong please?

You are seeing that message because you have a typo in your array of network interfaces. You have:

    DeleteOnTermination: 'true'
  - SubnetId: !Ref PublicSubnet1

The hyphen beside SubnetId appears to be a typo, but in the YAML it denotes a new element in the array of NetworkInterfaces. So while the first element has DeviceIndex: 0, the second element has no DeviceIndex, and that's why you're receiving that message.

Change it to:
