Please see if your app has permission to read from external storage i.e. Manifest.permission.READ_EXTERNAL_STORAGE

String photoPath = Environment.getExternalStorageDirectory() + "/abc.jpg";
Bitmap bitmap1 = BitmapFactory.decodeFile(photoPath);
imageView.setImageBitmap(bitmap1 );
