Given a signal in time domain. can i separate its spectrum for a particular frequency AND containing a particular time lag(or phase).

I have a sample signal and with Nyquist rang of 250 Hz. I just need to select frequency range of 0- to 20 Hz with a time shift of 20 msec.

The Sampling frequency is 500 and sampling rate is 2 msec. Total record length is 6 sec with 3001 samples thanks
