I don't see any service worker either, Chrome Service Worker tab:

What am I missing?

I don't know Angular but it looks like you're only importing your service worker script if you are in production mode

  imports: [
    ...
    environment.production ? ServiceWorkerModule.register('/ngsw-worker.js') : [],
    ...
  ],

Maybe you want -

  imports: [
    ...
    ServiceWorkerModule.register('/ngsw-worker.js'),
    ...
  ],
