When executing sudo systemctl status apache2 I got the following response:

I tried removing apache2 and reinstalling it from zero, but that didn't help either. Using Debian 9.

Okay, I solved it by using sudo apt-get purge apache2 and then reinstalling it. Maybe it was because I deleted some directories manually.
