I am building a blood bank android app using flutter framework. Now I want to add an functionality that when a user is given list of requests for blood donations he/she can select a specific user's request (I have done this part). Next what I want my app to do is that it should inform that user( who requested the blood) about his donar. So in short when a user accepts any blood requests it should generate a notification to that other user (whose request it was).

Please help guys.. it is an semester project

As far as I understood you want to implement push notifications, right? In order to accomplish this you need to have some sort of background service which listens permanently. Just like when you get WhatsApp messages. It always runs in the background. The code is written in native code, because there is no package for it yet.
