I have a need for users to input 1-20 inputs and take those inputs and build a file with them in it.

I have it kind of working with different functions but asking the user first how many entries would they like to enter, I would like this to ask the user to enter their entry and when done press "q" for example and this will build the file needed.

You basically asked "input until q". That's quite simple with a loop:

set nr=1
:loop
  set /p "newuser=Enter user %nr% or [q] to quit: "
  if /i "%newuser%"=="q" set /a nr-=1 & goto :done
  set user_%nr%=%newuser%
  set /a nr+=1
goto:loop

:done
echo you entered %nr% users:
set user_
REM rest of your code

NOTE: LotPings is right: To not prematurely ending a (code block) all closing praenthesis inside have to be escaped with a caret ^): to echo a literal ) inside a code block, you have to echo ^), else it ends your code block (too early).
