I'm trying to install Semantic Image Analysis With Spade, which is a program that takes hand-drawn images and uses a process called Spatially-Adaptive Normalization to create the photo-realistic images. The installation process uses Unix commands, but I'm installing the program on Windows 10. I've been able to find the equivalent commands for every step but I'm stuck on the 3rd line shown in the step below:

cd models/networks/
git clone https://github.com/vacancy/Synchronized-BatchNorm-PyTorch
cp -rf Synchronized-BatchNorm-PyTorch/sync_batchnorm .
cd ../../

I know that "cp" is the equivalent of "copy" on windows, but I am unfamiliar with "-rf" and how I would combine these two commands together. I expected just using the "copy" command would work, but it gives me an error: "The system cannot find the file specified".
