I am not sure if that is a bug or works by design, but if I create cookie: foo=bar, with no expiration date so it would have to be a "session cookie":

then I close the browser it gets deleted but just if there is no a Private window open.

It looks like it's a bug, Chrome deletes cookies even if a Private window still open.

For this example the cookie was created via .Net.
