I am trying to change the color of the small clock icon that appears within the input box when the input type is set to time.

The HTML tag that I am talking about can be seen below:

You can change it with filter. For more info on changing colors using filter, see this answer.

You can customize icon image, using colored image.

If you want to just revert the color to dark mode, you can use

input {
    color-scheme: dark;
}

I think the best you can do is change the background color or you can remove it entirely

input[type="time"]::-webkit-calendar-picker-indicator{
background-color:blue;
}
