tensorflow 1.13 error : AttributeError: '_TfDeviceCaptureOp' object has no attribute 'node_def' When i use tf.layers.conv2d_traspose

Question

python 2.7 + tensorflow 1.13 (docker)

>>> print("conv : ", conv2)
>>> dconv = tf.layers.conv2d_transpose(inputs=conv2, filters=256, kernel_size=4, strides=2,padding='same', data_format='channels_first') # ===> ERROR

conv :  Tensor("refinedet320/tcb/conv2d/Relu:0", shape=(32, 256, 5, 5), dtype=float32, device=/device:GPU:0)

AttributeError: '_TfDeviceCaptureOp' object has no attribute 'node_def'

When I run with data_format='channels_last', there is no error, with follow result :

dconv :  Tensor("refinedet320/tcb/conv2d_transpose/BiasAdd:0", shape=(32, 512, 10, 256), dtype=float32, device=/device:GPU:0)

How can i solve this problem? thank you!
