Importing a UTF-8 encoded CSV file into H2O.ai using either the Python bindings or H2O Flow UI results in incorrect translation of characters with umlauts such as ä,ö,ü,ß,etc.

e.g. in Python

import h2o
h2o.init()  // H2O Build project version 3.30.1.3, Python version 3.7.7

python_obj = ['Angelo', 'Müller', 'Askö']
hf = h2o.H2OFrame(python_obj)  // shows up as  'Angelo' , 'M�ller', 'Ask�'
df = hf.as_data_frame()
df.iloc[1].to_list()[0]  == 'Müller' // False

Displaying the H20Frame in Jupyter results in: 'Angelo' , 'M�ller', 'Ask�'

h2o.H2OFrame.import_file with a UTF-8 CSV also loads garbled characters. Imports of larger UTF-8 CSV files fails with the following error:

UnicodeEncodeError: 'charmap' codec can't encode characters in position 278-282: character maps to <undefined>

What is the correct way to import a UTF-8 CSV with into H20?
