I haven't been able to get tooltips to work on part of my main twentysixteen child themed site, and when I dug down a bit I found questions like jQuery UI tooltip in wordpress site where there is a reported naming conflict for at least some Wordpress themes. Though workarounds are available jQuery.tooltip() is the tooltip owned by Bootstrap, and an answer is reported to rename and protect jQuery UI's tooltip() function.

I have something of the same question, but I want to try and back away from the XY question.

I want, when people hover over specified elements of the page, for a stylable tooltip to be displayed, comparable in effect to jQuery UI's tooltip.

What is the "work with the system, not against it" intended approach to getting tooltips working?
