/etc/resolv.conf: nameserver 127.0.0.53 resolves invalid hostnames to 23.217.138.110 but 127.0.0.1 does not

for example:

resolv.conf{
nameserver 127.0.0.53
options edns0 trust-ad
}

# host junk.junk
junk.junk has address 23.217.138.110
Host junk.junk not found: 3(NXDOMAIN)

but

resolv.conf{
nameserver 127.0.0.1
options edns0 trust-ad
}

# host junk.junk
Host junk.junk not found: 3(NXDOMAIN)

WHY IS THIS OCCURRING? A new Fedora 34 system that I'm bringing up new is doing this - is it a misconfiguration? Note: Two other Fedora 34 systems do not exhibit this behavior.

and furthermore, it appears that this address is a "high risk proxy"
