Generate user access token from app token

Question

With the below code I can get the app token: Code:

url = 'https://graph.facebook.com/oauth/access_token'
payload = {
    'grant_type': 'client_credentials',
    'client_id': 'clientid',
    'client_secret': 'secret'
}
response = requests.post(url, json=payload)
print (response.json()['access_token'])

What I want to do now is generate the user access token from the app token, is there any way to do so. Any help would be appreciated.
