I'm monetising my app using Meta Audience Network but my app is blocked from monetising stating the policy violation "Apps must not monetise while operating in Android's early access mode".

The documentation provided my Meta doesn't seems to be much informative at all. Documentation Link

I appealed thrice but every time it is unsuccessful. Kindly elaborate this policy violation and also provide mitigation steps
